Putin Says Russia Will Prevail if Needed, But Offers Diplomacy Backed by Unspecified Compromises

At St. Petersburg forum, president cites territorial gains in Donbas and signals readiness to negotiate on terms he says were discussed with U.S. President Trump

President Vladimir Putin told foreign media editors at Russia's annual economic forum in St. Petersburg that Moscow would defeat Ukraine on the battlefield if required, while also saying he was prepared to end the conflict through diplomacy. Putin reiterated that Russia now fully controls the Luhansk People’s Republic and holds more than 85 percent of the territory of the Donetsk People’s Republic. He said Russia had agreed to compromises he said were discussed with U.S. President Donald Trump in Anchorage, but that Kyiv must accept the same terms for the war to end. Putin also said Russia has not yet employed the Oreshnik hypersonic missile in combat conditions against Ukraine beyond test firings, and described the weapon as nuclear-capable with a range in excess of 5,000 km, an attribute he has previously said makes it impossible to intercept while Western experts have questioned that claim.

Putin Says Russia Will Prevail if Needed, But Offers Diplomacy Backed by Unspecified Compromises

Key Points

  • Putin said Russia would defeat Ukraine on the battlefield if necessary but expressed readiness to end the war through diplomacy based on compromises he said were discussed with U.S. President Trump (impacts defense and geopolitical risk in markets).
  • Russia, Putin said, now has complete control of the Luhansk People’s Republic and controls over 85 percent of the Donetsk People’s Republic (impacts regional security and defense procurement sectors).
  • Putin stated the Oreshnik hypersonic missile has been test fired to observe results and has not yet been used in full combat against Ukraine; he described it as nuclear-capable with a range over 5,000 km, a claim Western experts have questioned (impacts defense technology and strategic stability considerations).

Speaking on the sidelines of Russia's annual economic forum in St. Petersburg, President Vladimir Putin told a group of foreign media editors that Russia would be prepared to achieve victory in Ukraine through military means if no diplomatic settlement could be reached. At the same time, he said Moscow remained willing to pursue a negotiated resolution based on compromises he said were discussed with U.S. President Donald Trump.

Putin reiterated Moscow's core condition for an end to the conflict - that Ukraine surrender the remainder of the eastern Donbas region that Russia does not yet control. He described the current status of territorial control in eastern Ukraine and pointed to what he said were recent battlefield gains.

"The offensive is ongoing on a daily basis. At present, the Russian Federation has taken full control of the Luhansk People’s Republic - 100 percent. And it has brought over 85 percent of the territory of the Donetsk People’s Republic under its control," Putin said.

He added that Russia was "certainly prepared and willing to reach an agreement with Ukraine through peaceful means," specifying that any such settlement should be "on the basis we discussed during our meeting with President Trump in Anchorage." Putin said Russia agreed to the compromises described in that meeting and that the Ukrainian side must also accept them for the conflict to "quickly come to a natural conclusion." The specifics of the compromises were not detailed in his remarks.

On the subject of advanced weaponry, Putin addressed the Oreshnik hypersonic missile. He said Russia has not yet used the system in full combat conditions against Ukraine, asserting that it has only been test fired to observe results and inform decisions about potential future use, including against urban targets.

Putin characterized the Oreshnik as nuclear-capable with a range exceeding 5,000 km (3,100 miles). He has previously stated that the missile is impossible to intercept, a point that he reiterated, while noting that Western experts have questioned that assessment.

Risks

  • Continued offensive operations if diplomatic compromise is not accepted by Ukraine - risk to regional security and defence sector spending.
  • Potential future deployment of a nuclear-capable hypersonic missile after test firings - risk to strategic stability and heightened defence procurement activity.
  • A diplomatic stalemate if the Ukrainian side does not accept compromises described by Putin - risk of prolonged conflict with consequences for global markets sensitive to geopolitical instability.
