Chinese policymakers are prioritizing measures to lift domestic demand as part of efforts to support economic growth this year, officials said. The programme centers on boosting the supply of higher-quality consumer goods, nurturing fresh consumption drivers in the services sector and strengthening income growth for households.
Lou Qinjian, spokesman for the National Peoples Congress, told reporters that consumption remained the main engine of the economy and accounted for 52% of the country's economic growth in the previous year. He added that total retail sales of consumer goods surpassed 50 trillion yuan for the first time last year.
Authorities plan to both increase production of higher-end consumer items and cultivate new areas of services consumption to broaden demand. Alongside those sector-focused steps, the government intends to promote high-quality employment opportunities and to raise incomes among urban and rural populations in order to strengthen households' capacity and willingness to spend.
China has been wrestling with persistent weakness in domestic demand, officials noted, a condition that has coincided with an imbalance between supply and demand in the wider economy. That imbalance has contributed to multi-year deflationary pressure on factory-gate prices, indicating strains at the manufacturing level.
The NPC's Standing Committee will play a supervisory role in creating a more unified domestic market and in efforts to revitalise rural areas. Specific initiatives planned for the year include drafting laws and developing plans for social and medical security systems, with childcare explicitly mentioned, and channeling more resources into people's livelihoods.
"So that the people can consume, dare to consume and are willing to consume," Lou said, summarising the policy objective. The official also provided the exchange rate context: ($1 = 6.9215 Chinese yuan renminbi).
Officials framed the package as a mix of supply-side adjustments, income support and legal and institutional work intended to encourage stronger household spending while addressing regional and rural disparities in market access and social protections.
