China Moves to Stimulate Consumption with Higher-Quality Goods and Services Push

Chinese authorities have announced a set of measures intended to boost domestic demand by expanding production of higher-quality consumer goods, creating new consumption drivers in services, raising employment quality and increasing incomes for urban and rural residents. The National People’s Congress spokesman said consumption accounted for 52% of economic growth last year and retail sales of consumer goods topped 50 trillion yuan for the first time. Lawmaking and investment plans for social and medical security, including childcare, will also form part of the effort.

Key Points

  • Consumption accounted for 52% of China's economic growth last year; retail sales of consumer goods exceeded 50 trillion yuan for the first time.
  • Policy measures will target higher-quality consumer goods production, new services consumption drivers, higher-quality employment and increased urban and rural incomes - affecting consumer goods, services and manufacturing sectors.
  • The NPC Standing Committee will oversee efforts to unify the domestic market and revitalise rural areas, and authorities will work on laws and plans for social and medical security, including childcare.

Chinese policymakers are prioritizing measures to lift domestic demand as part of efforts to support economic growth this year, officials said. The programme centers on boosting the supply of higher-quality consumer goods, nurturing fresh consumption drivers in the services sector and strengthening income growth for households.

Lou Qinjian, spokesman for the National Peoples Congress, told reporters that consumption remained the main engine of the economy and accounted for 52% of the country's economic growth in the previous year. He added that total retail sales of consumer goods surpassed 50 trillion yuan for the first time last year.

Authorities plan to both increase production of higher-end consumer items and cultivate new areas of services consumption to broaden demand. Alongside those sector-focused steps, the government intends to promote high-quality employment opportunities and to raise incomes among urban and rural populations in order to strengthen households' capacity and willingness to spend.

China has been wrestling with persistent weakness in domestic demand, officials noted, a condition that has coincided with an imbalance between supply and demand in the wider economy. That imbalance has contributed to multi-year deflationary pressure on factory-gate prices, indicating strains at the manufacturing level.

The NPC's Standing Committee will play a supervisory role in creating a more unified domestic market and in efforts to revitalise rural areas. Specific initiatives planned for the year include drafting laws and developing plans for social and medical security systems, with childcare explicitly mentioned, and channeling more resources into people's livelihoods.

"So that the people can consume, dare to consume and are willing to consume," Lou said, summarising the policy objective. The official also provided the exchange rate context: ($1 = 6.9215 Chinese yuan renminbi).

Officials framed the package as a mix of supply-side adjustments, income support and legal and institutional work intended to encourage stronger household spending while addressing regional and rural disparities in market access and social protections.

Risks

  • Persistent weakness in domestic demand remains a core challenge that policies must reverse; this risk affects retail sales, services consumption and broader GDP growth.
  • An existing imbalance between supply and demand has produced multi-year deflationary pressure on factory-gate prices, posing risks to manufacturers and industrial producers.
  • Uncertainty in implementation and timing of legal and resource commitments for social and medical security, including childcare, could delay intended improvements in household incomes and consumption capacity.
